There are two kinds of stunts you can do with your powers: spin-off stunts and signature stunts.
A spin-off stunt is using a power for something it doesn't normally do, either in function (using a defensive power to attack, an informational power to defend, etc) or form (using a single-target attack as area-effect, using a power over ice to manipulate wood so you can hurt Immune-To-Water Lad, etc). This normally has an effective rank of two downshifts from the power the stunt is based on, but you can improve this by spending hero points as shown on the chart below.
A signature stunt is usually a particularly cool use of a power with its normal form and function, such as using telepathy to psionically link your team for extra kibitzing, but can also be a spin-off stunt that you particularly like and paid for.
Signature stunts always cost at least one hero point, but you get to add the modifier of the stunt's rank (which is at worst one downshift from the power's rank) to the modifier of the power's rank when rolling. More plusses!

So what does it mean to say that powers trump qualities? First, it means that even the lamest power is better than the best quality in the same area: Even someone with poor [-2] Superstrength is stronger than someone with master [+6] Weightlifter.
Second, when using a power to defend against a quality, instead of having to downshift it to negate damage, you can just ignore attacks that don't do more damage/failure ranks than the target number of the power. (If the total hurt is more than that, you have to downshift the power as usual.)
Contrariwise, when you use a power against someone who has only a quality to resist with, you can add the power's target number in extra damage/failure ranks on a successful hit.
